California's midterm elections feature high-stakes congressional races and ballot measures that could shift control of the US House of Representatives.
Voters across the United States are participating in midterm elections widely viewed as a referendum on President Donald Trump’s second administration, with California taking center stage. Several races within the nation's most populous state hold the key to deciding whether the Democratic Party can secure a majority in the US House of Representatives, where Trump's Republican Party currently maintains a narrow advantage.
A major factor in this election cycle is the implementation of new congressional boundaries resulting from a partisan redistricting initiative approved by voters last year. Democratic Governor Gavin Newsom advanced the statewide redistricting effort in retaliation against Republican-led states altering their own maps. Following the approval of Proposition 50, California temporarily suspended its nonpartisan commission until 2030 and drew fresh boundaries designed to make previous Republican strongholds competitive for Democratic contenders. This initiative seeks to net at least five additional seats for Democrats.
California midterm redistricting could flip control of the US House to Democrats.
Highly Contested Congressional Races
The redrawn maps have transformed safe Republican territory into fiercely contested battlegrounds. In the Central Valley's 22nd district, incumbent Republican Representative David Valadao faces a strong challenge from Democrat Randy Villegas, who has campaigned on the cost of living, healthcare, and immigration enforcement. Meanwhile, in the 48th district near the Mexican border, Republican Jim Desmond and Democrat Marni von Wilpert are competing for the seat previously held by retiring Republican Darrell Issa. The redistricting process also placed two incumbent Republicans, Ken Calvert and Young Kim, into the same district to compete against each other.
Gubernatorial Race and Ballot Measures
For the governor's office, Republican political commentator Steve Hilton is running against Democrat Xavier Becerra, a former state attorney general and federal health secretary. Hilton has criticized Becerra over crime, homelessness, and high fuel prices, while Becerra has linked Hilton to the unpopularity of President Trump. Polls indicate Becerra holds a substantial lead.
Additionally, voters are deciding on significant policy matters, including Proposition 40, a one-time tax on approximately 200 of the state's wealthiest residents to fund healthcare and education. This billionaire tax has drawn fierce opposition and substantial financial backing from tech leaders and major industries, while dividing progressive figures.
Why it matters
Redistricting in California, the nation's most populous state, directly impacts the legislative balance of power in Washington by potentially shifting control of the US House from Republicans to Democrats. The outcome affects federal policy direction, state representation, and prominent ballot measures involving taxation and public funding.
