El Hierro has declared an emergency and asked Madrid for help after thousands of migrants and refugees arrived on boats since November.

Local authorities in El Hierro, situated in the Canary Islands, have officially declared an emergency following a substantial wave of migrant and refugee arrivals via boats. The governing council leadership expressed deep concern over the rapid escalation in numbers, prompting them to seek formal cooperation with higher-level national institutions in Spain. Approximately thirty boats have brought more than 3,300 people to the island since the beginning of November, straining local resources given that the island supports a resident population of about 11,400.

Officials are actively searching for temporary housing solutions for the newly arrived individuals. Meanwhile, conditions at the local medical facility have deteriorated significantly. The regional leader of the Canary Islands described the overall situation as completely unsustainable. Maritime rescue teams successfully intercepted and assisted 3,261 people near the islands during the first six days of November alone. The current arrival rates are tracking close to the record figures witnessed in 2024, occasionally exceeding previous daily paces.

El Hierro declares an emergency after more than 3,300 migrants arrive by boat since November.

To manage the logistical strain, authorities have diverted passenger buses toward migration operations and brought in extra healthcare personnel from neighboring islands. The maritime journey along the Atlantic route from West Africa remains extremely perilous. Tragically, recent incidents included two fatalities found on a vessel bound for the Canaries, while multiple other individuals are feared dead based on survivor testimonies gathered by news agencies. At least nine migrant or refugee fatalities have occurred in waters near the islands over recent weeks.

Total sea arrivals reached a record peak of over 46,000 during 2024 before experiencing a steep decline due to enhanced security measures and increased collaboration with transit and departure nations. Between January and October of the current year, official figures from the Ministry of the Interior recorded 13,327 irregular arrivals by sea, marking a slight decrease compared to the previous year. Increased patrols near Senegal, Mauritania, and Morocco have caused departure points to shift further south toward The Gambia and Guinea, resulting in considerably longer and more dangerous ocean crossings.

Why it matters

The declaration highlights the intense pressure on small island communities situated along key European migration routes. As departure points shift southward, maritime crossings become more hazardous, testing the emergency response capacities of local authorities and regional healthcare systems.
