European prosecutors are investigating potential fraud in the funding of Spain's rail network following a deadly train collision in Urda that resulted in high-level political resignations.

The European Public Prosecutor’s Office (EPPO) has initiated a formal probe into potential fraud concerning the financing of Spain’s rail infrastructure. This investigation follows a tragic high-speed train crash in Urda, Toledo province, last month which resulted in the deaths of at least 69 passengers. Officials from the prosecutor office have conducted investigative measures at the headquarters of Spain’s railway infrastructure manager (ADIF), the State Railway Safety Agency (AESF), and the national Court of Auditors. The inquiry specifically focuses on whether EU funds designated for the renovation and safety upgrades of the Madrid-Seville high-speed line were misused.

Investigations at the prosecutor office

The current probe is part of a broader scrutiny of the Spanish rail network's financial and safety protocols. The EPPO had previously launched an investigation in March following a separate high-speed train collision in the Adamuz region that killed 46 people. That ongoing inquiry examines how EU funds allocated for track maintenance were utilized. Adif, the state infrastructure manager, confirmed that it has fully cooperated with the authorities by providing all requested documentation, while other targeted agencies have remained silent on the matter.

The recent tragedy in Urda has had significant political repercussions. Transport Minister Oscar Puente resigned from his post, citing a matter of political dignity, and was followed shortly by the resignation of Adif President Luis Pedro Marco de la Pena. Economy Minister Carlos Cuerpo is currently filling the transport role on an interim basis as the nation prepares for upcoming elections. EU Transport Commissioner Apostolos Tzitzikostas has publicly expressed deep concern over the frequency of these accidents, labeling the situation as highly worrying. Spain has since requested assistance from the European Union Agency for Railways to support its national investigation.

Survivors of recent rail disasters, including those from the 2013 Angrois accident which claimed 79 lives, have begun organizing to demand increased investment in safety and maintenance. They argue that without systemic changes, the pattern of fatal crashes will continue to plague the network. The investigation remains a critical point of contention as the country approaches elections.

Why it matters

The investigation highlights significant concerns regarding the oversight of EU-funded infrastructure projects and the safety standards of high-speed rail networks. For the public, the inquiry is a pivotal step toward accountability, as it directly impacts the future of rail safety and the integrity of state administration in Spain.
