Miguel Maduro states Gianni Infantino cannot serve a fourth term as FIFA president in 2027 under governing statutes, despite previous council rulings.

Gianni Infantino cannot run for another term as head of global football in upcoming elections due to the organization's own regulations, according to the former leader of the governing body's committee on administration. Discussions surrounding fifa infantino continue ahead of the upcoming voting deadline as legal interpretations clash over previous leadership periods.

Miguel Maduro, who previously led the governance committee before being removed in 2017 after blocking a Russian official, told journalists that the governing body rules explicitly limit leadership to three terms. He pointed out that the specific provision makes no exceptions for shortened or incomplete mandates, noting that Infantino has already completed three periods in charge since taking over following the resignation of Sepp Blatter in 2016.

Gianni Infantino has already served three terms as president, leaving no room for another mandate.

The comments arrive ahead of the cutoff point for submitting applications for the leadership vote scheduled for March 2027. Ahead of the deadline, human rights organization FairSquare urged member associations to declare the incumbent leader ineligible, arguing he has reached the maximum permitted duration under statutory limits. FairSquare noted that while the FIFA Council previously decided that the 2016 to 2019 period does not count as a full term, that reasoning was never made public.

Infantino's position has been bolstered by significant support across international confederations and an endorsement from the leader of Asian football. Meanwhile, FairSquare has continued discussions with various football associations, meeting with Norwegian sports officials who previously supported complaints regarding political neutrality rules. Maduro suggested that many member associations remain hesitant to act independently due to a prevailing climate of fear and a weakening of internal oversight bodies designed to check presidential powers.

Why it matters

This debate over term limits and leadership accountability affects the future governance of international football and the enforcement of established statutory rules. The outcome directly impacts the 211 voting member associations as they prepare for the upcoming presidential selection process.
