A governance proposal published on November 5 outlines a new process for independent networks within the Optimism ecosystem. Under the draft amendment to the Standard Rollup Charter, qualifying standalone chains would be allowed to shift upgrade authority away from the shared Security Council and toward a designated address of their own choice. When users look into an optimism proposal, they will find that this framework introduces a thirty-day notice window before any handover can take place.

To initiate the process, a chain governor must submit a formal request to the Optimism Foundation to verify validity and adherence to prior commitments. Once confirmed, the Foundation publishes a public notice on the Governance Forum detailing the relevant chain ID, network specifications, and essential layer-one contract addresses. This transparency measure explicitly warns users that completing the transfer will cause the network to lose its official Standard Rollup designation in the Superchain Registry.

Following the publication of the notice, the Security Council must wait at least thirty days before executing the requested transaction. The proposed rules require the Council to verify that the Foundation published the notice, that the mandatory waiting period has fully elapsed, and that the recipient address matches the previously supplied information. Crucially, any transfer meeting these established policy conditions would proceed without needing an additional governance vote for each individual handover.

Standalone Optimism chains could soon shift upgrade control away from the Security Council without repeated votes.

Understanding the Optimism Proposal and Governance Changes

Adopting this policy does not require any immediate modifications to smart contracts or underlying node software. However, completing a transfer fundamentally alters the security model of the affected chain. Because the Security Council and Optimism Governance would no longer retain upgrade authority over the network, they would lose their practical ability to enforce Charter policies on that specific chain. External evaluations regarding the network's decentralization stage may also shift accordingly.

Why it matters

This proposed policy change alters how network upgrades are managed for independent chains operating within the Superchain ecosystem. By allowing qualifying networks to transition away from shared Security Council oversight without requiring separate governance votes each time, the framework streamlines administrative procedures while shifting upgrade reliance directly to the new key holders. Users gain a thirty-day window to evaluate these security modifications and decide whether to continue interacting with the network under its new operational arrangement.
