Ottawa has revealed its latest immigration strategy, maintaining general admission targets while outlining plans for long-term temporary residents.

The federal government has released its updated canada immigration strategy alongside the 2026 federal budget, detailing admission goals for permanent and temporary residents. The administration intends to maintain broad yearly admissions of 380,000 permanent residents and 370,000 temporary residents throughout the duration of the 2027-2029 plan.

Annual temporary resident targets are divided into 220,000 workers and 150,000 students for each year of the program. According to departmental documents, economic immigrants are slated to comprise more than 64 percent of all new permanent resident admissions. Prime Minister Mark Carney noted that immigration is back under control following reductions in temporary arrivals since 2024.

Canada plans to admit 380,000 permanent residents and 370,000 temporary residents annually.

Reforming the Temporary Foreign Worker Program

The federal budget allocates $151.5 million to overhaul the Temporary Foreign Worker Program. Finance Minister Francois-Philippe Champagne explained during a briefing that the strategy aims to address regional labour market needs and lower unemployment pressures in specific areas.

Concurrently, the government aims to lower the temporary resident population to five percent of the total population by the close of 2027. Statistics Canada estimated that temporary residents peaked at 7.4 percent in October 2024 before declining to 6.7 percent by July.

Permanent Residency Pathways

The updated strategy includes pathways to grant permanent status to up to 200,000 long-standing temporary residents who have previously applied. This initiative involves collaboration with provincial and territorial partners to identify eligible workers and incorporate humanitarian programs, including pathways for individuals from Hong Kong and Ukraine.

Opposition critics have raised concerns regarding the structure of the intake figures. Conservative immigration critic Michelle Rempel Garner argued that the strategy prioritizes corporate profit models rather than the needs of domestic workers and social infrastructure.

Why it matters

The updated framework impacts domestic labor markets, housing infrastructure, and regional economic planning across the country. By tailoring temporary worker allocations to local unemployment levels and adjusting permanent residency pathways, the federal strategy attempts to balance corporate workforce demands with broader public concerns regarding housing and affordability.
