Iran's security chief met Vladimir Putin in Moscow to discuss regional security arrangements and deliver a personal letter from Mojtaba Khamenei.
Russian President Vladimir Putin held discussions with Iranโs top security official, Mohsen Rezaei, in Moscow on Thursday. The meeting focused on regional security arrangements and diplomatic efforts aimed at ending the ongoing war involving the United States, Israel, and Iran. During the talks at the Senate Palace, Rezaei delivered a written message to Putin from Iranโs Supreme Leader, Mojtaba Khamenei.
According to Iranian state media, the visit was originally planned a month prior but faced delays due to daily discussions surrounding the regional military situation. Rezaei stated that the talks covered post-war security frameworks and efforts to deepen energy cooperation, including plans for constructing gas pipelines from Russia to Iran to address domestic shortages and facilitate Russian exports.
Russia and Iran held high-level talks in Moscow focusing on post-war regional security arrangements.
During the discussions, Putin reportedly reiterated Russia's readiness to support diplomatic efforts to end the conflict. This diplomatic engagement coincides with intensified efforts by Qatar to halt hostilities, following US midterm elections that saw the Republican Party lose control of both the House of Representatives and the Senate.
Tehran has maintained that it will not engage in direct negotiations with Washington or reopen the Strait of Hormuz until the United States fulfills a set of seven distinct conditions. Meanwhile, bilateral ties between Moscow and Tehran have deepened under a comprehensive strategic partnership treaty signed in early 2025, which encompasses trade, education, and military cooperation, though it lacks a mutual defense clause.
Why it matters
The high-level talks between Moscow and Tehran highlight the evolving diplomatic alignments during the ongoing Middle East conflict. Discussions regarding energy infrastructure and regional security frameworks could influence long-term geopolitical stability and energy supplies across the wider region.
