The Telecom Regulatory Authority of India has issued recommendations establishing a framework for satellite network providers, focusing on security and compliance.
The Telecom Regulatory Authority of India released comprehensive recommendations on November 5, 2026, regarding the authorisation framework for Satellite Communication Network providers and spectrum assignment. Under the new proposals, satellite providers would supply network capacity to eligible telecom service providers rather than offering direct services to end users. The regulatory body has outlined stringent security conditions that govern network control, monitoring operations, gateway infrastructure, and cross-border telecommunications services.
Network Control Facilities and Security
The regulatory proposals stipulate that all operation, maintenance, and control facilities for an SCN provider must reside physically within India. This mandate extends to user terminals connected through partnering authorized entities. Providers are tasked with ensuring their networks facilitate only authorized telecommunications services while actively preventing any misuse for prohibited activities such as electronic warfare or surveillance. Furthermore, providers must maintain strict protocols to prevent network use that could compromise national security and sovereignty.
TRAI recommends India-based control and traffic monitoring for satellite communication network providers.
Gateway Infrastructure and Traffic Monitoring
Before establishing any satellite earth station gateway, providers must submit detailed technical data and physical locations to the Central Government or a designated agency for review. The authorities hold the power to direct specific establishment actions and mandate interference-monitoring tests. Additionally, providers must establish real-time traffic monitoring systems to prevent unauthorized routing through foreign gateways and ensure that user terminals do not communicate directly without passing through an approved gateway.
Why it matters
These proposed regulatory measures establish strict oversight on satellite communication infrastructure operating within India. By mandating domestic control facilities and government review of gateway installations, the framework significantly enhances national security oversight over modern satellite services.
