A Democratic victory in the US midterm elections gives the party control of both houses of Congress, potentially impacting future aid and peace efforts for Ukraine.

Following the recent US midterm elections, the Democratic Party has secured control of both houses in the new Congress, establishing a significant check on President Donald Trump. While some Ukrainians, such as wounded drone technicians recovering in Kyiv, feel they have learned not to depend on American funding, the shift in legislative power could alter the diplomatic landscape. Washington's financial and military assistance had slowed to a trickle since 2025 following a peak of nearly $200bn in aid after the 2022 full-scale Russian invasion. Between October 2025 and March, Kyiv received only $8.2bn in military aid from legacy pipelines, with another $13bn still pending.

Europe has largely taken over financial responsibilities, providing $83bn in 2025 alone, yet American companies continue to supply nearly a third of all weaponry according to the Kiel Institute. Democrats have pledged to scrutinise Trump’s ties to Russia and investigate alleged corruption involving the Trump family and Russian figures. They are also prepared to issue subpoenas and demand executive branch records related to Ukraine once they assume control on January 3. Volodymyr Fesenko, head of the Kyiv-based Penta think tank, noted that Ukraine's positions might become stronger, though maintaining bipartisan support remains essential. Ukrainian President Volodymyr Zelenskyy emphasised that Democrats clearly state their backing for aid, even though several prominent pro-Ukrainian Republicans lost their seats during the vote, including Brian Fitzpatrick, Don Bacon, and Mike Lawler.

Congressional shifts may strengthen Ukraine's position despite uncertainties surrounding US military aid and peace efforts.

Kyiv must also appoint a new ambassador to Washington following the August departure of Olha Stefanishyna. Meanwhile, analysts warn that calls from some Democrats to impeach Trump could negatively impact Kyiv due to memories of the 2019 impeachment controversy. Before the new Congress takes office, Trump is expected to push Ukraine toward a fast-tracked peace deal with Russia.

Why it matters

The shift in congressional power creates new uncertainties and potential leverage points for Ukraine as it navigates future military support and pressure for a truce. Understanding these geopolitical dynamics is vital for tracking international aid flows and diplomatic relations.
