Saudi Arabia has launched major localization requirements restricting foreign workers across 97 occupations, reserving key administrative and tourism positions exclusively for citizens while setting strict quotas.

Saudi Arabia has introduced sweeping workforce localization mandates across 97 professions in the private sector, significantly curbing the positions open to foreign personnel. According to recent Saudi Arabia news reported by the Kathmandu Post, the policy changes encompass 28 occupations across the hospitality and travel industry as well as 69 administrative and support positions, establishing mandatory citizen quotas alongside roles fully restricted to nationals.

The initial phase of localization within the tourism sector took effect on April 22, 2026. Under this mandate, four occupations must be staffed entirely by Saudi Arabian citizens: hotel receptionists, general receptionists, telephone operators, and information desk workers. In addition, a requirement of at least 70% Saudi staffing has been imposed on 12 other occupations, including branch managers, tour guides, hotel inspectors, procurement specialists, public relations staff, and sales professionals. A further 12 positionsโ€”including travel agents, ticket sales workers, event coordinators, marketing specialists, restaurant hostesses, and cleaning supervisorsโ€”must maintain at least 50% Saudi employment.

Under the regulations, quotas are calculated according to the total staff count within each specific profession. For example, if an enterprise employs five workers in a role governed by the 70% threshold, at least four must be Saudi citizens. These rules also bind firms that outsource such tasks to third-party contractors, and authorities have emphasized that non-compliant employers face penalties established under the law.

Saudi Arabia has restricted foreign employment across 97 administrative, support, and tourism roles to prioritize citizens.

In a parallel move, Saudi Arabia's Ministry of Human Resources and Social Development implemented the 100% localization of 69 administrative and support occupations within the private sector. That directive took effect on October 4, prompting government officials to begin company inspections. The designated positions cover human resources development managers, recruitment specialists, recruitment managers, administrative assistants, customs representatives, and shipping representatives. The broader list includes functions across workforce planning, translation, secretarial tasks, data entry, government relations, and general administrative assistance.

The localization agenda will continue expanding across the tourism industry to eventually cover 41 occupations. Effective January 3, 2027, commercial kitchens will be required to meet a 30% quota for Saudi cooks. Later, starting January 2, 2028, a 50% localization threshold will apply to 12 managerial roles in the sector.

Why it matters

These localization directives mark a profound adjustment in the Saudi labor market, restricting foreign worker access to private-sector office and hospitality jobs that historically absorbed large numbers of overseas workers. For companies operating in the kingdom, compliance requires restructuring talent acquisition, monitoring contractor staffing, and adhering to strict legal headcounts during state inspections.

The restrictions directly influence labor dynamics for sending regions, particularly South Asia, which supplies significant expatriate personnel to the Gulf. With routine office administration and customer-facing tourism roles either partially quota-controlled or entirely closed to non-citizens, overseas employment channels in these specific trades will face contraction.
